Foxridge Homes, a division of Qualico, has made an application to the City of Surrey to redevelop the properties located at 12862 24th Avenue and 2308/2388 128th Street into 93 townhouses.

An OCP Amendment, Rezoning, and Development Permit is required to redevelop the properties, with a consolidated site size of 6.67 acres.

This project envisions providing much needed housing to the vibrant community of Ocean Park, with 30 larger primary-on-the-main units 
(2,400 sq.ft.), designed to accommodate downsizers or larger families, 
and smaller traditional size townhouse units (1,450-1,900 sq.ft.) to enhance affordability within a predominantly single-family neighbourhood.

Situated adjacent to Crescent Park and Crescent Park Elementary School, the site is well located for young families. Furthermore, with new provincial regulations requiring municipalities to add more small-scale multi-unit housing, our proposal aligns with both provincial and municipal goals, ensuring the fulfillment of the communities long-term housing need. In addition to addressing housing needs, our proposal prioritizes environmental sustainability and community well-being. The project would create a green buffer connection along the south property line, extending from the existing neighbourhood park to the east and ultimately connecting to 128th Street. Furthermore, tree preservation has been prioritized surrounding the internal amenity space, to enhance livability.

Revised Proposal

 

After a Public Information Meeting in early October 2025, Qualico submitted a revised proposal to the City of Surrey incorporating a number of modifications as a direct result from what we heard from our neighbours:

  1. Reduced Density

    The amended proposal reduces the proposed density from 93 to 89 units. We removed two blocks of homes to create more space for parking, landscaping and enhanced liveability.

  2. Increased Parking

    This was a key concern throughout our focus groups and Public Information Meeting. While each home retains two parking spaces in their double-car garage, we’ve introduced longer driveway aprons to provide 58 additional outdoor parking spaces. We’ve also increased the number of visitor parking spaces from 19 to 21.

  3. Enhanced Green Space

    Landscaping has been increased throughout internal blocks due to the reduction in density, allowing for larger private yards and increased tree planting.

We have heard the community’s concerns and have worked hard to:

  1. Incorporate additional onsite visitor parking to contain the need for potential offsite parking 
  2. Work to explore additional tree planting options to replace those that are being removed for the upgrades along 128th Street
  3. Complete a Traffic Impact Assessment
  4. Review appropriate traffic calming measures to alleviate existing conditions that may be exacerbated
  5. Decrease the number of units proposed on the site

As a direct result of neighbourhood feedback, we have reduced the number of townhomes from 93 to 89, increased the number of parking spaces from 186 to 236, increased the size of private yards and added more trees and landscaping.

Absolutely! As the Ocean Park community has limited townhouse projects, there is notable demand from downsizers and young families for more housing diversity and choice in the community.

Qualico has engaged a Traffic Engineer to analyze the performance of existing intersections and assess the option for traffic calming implementation down the a local street directly east of the development site.

Construction timelines are subject to change but Qualico anticipates approximately two years once the project has received its final approval.

The proposal includes a number of amenities designed for community living. A green buffer connection and pathway between the Ocean Park Community Orchard and greenspace at the end of 129B Street will create easy access to nature and clear connections around the property, while a new amenity building will provide a fitness room, party room, and full kitchen for resident use. The outdoor amenity space that surrounds the amenity building includes outdoor seating and children’s play areas.

The current proposal includes 178 residential spaces and 21 visitor stalls. This equates to 2 parking stalls per home. The project also provides an additional 58 driveway apron spaces with the revised application.

The project was submitted to the City of Surrey for initial review in February 2025. The next step in the process following the Public Information Meeting is introduction to Council for consideration and a public hearing.

Qualico has undertaken a Traffic Impact Assessment in response to concerns raised regarding traffic. With the previous proposal of 93 units, the development is expected to generate between 45-53 trips during peak times. This translates to fewer than one vehicle per minute added onto the existing road network.
